ICA, MZU renew MoU to expand education access for Myanmar students

11 December 2025 —Mizoram University has renewed its cooperation agreement with the Institute of Chin Affairs (ICA) to support higher education for Myanmar students, especially Chin youth. 

The MoU, first signed in 2023 for two years, has now been extended for five years. The signing took place at the Mizoram University on 5 December.

The agreement was signed by Pro-Vice Chancellor Prof. Dibakar Chandra Deka and ICA Deputy Executive Director Ms. Mai Lucy Mawi. University and ICA officials attended the ceremony.

Under the new MoU, Mizoram University will open a Burmese Diploma Course, continue accepting Myanmar students into Master’s programs, and expand joint research work, including the Chin Research Centre.

ICA’s Management and Communications Officer, Salai Van Sui San, said the renewal aims to secure long-term education opportunities for Chin youth. He noted that the former one-year Burmese course will now be upgraded to a diploma program at the university’s request.

So far, Myanmar students have only been able to access Master’s programs. Five Research Fellows have already been trained under the Chin Research Centre, and four students are currently in their third semester of the Master’s program.

To apply, students must present Myanmar matriculation and bachelor’s certificates. ICA will support admissions and student visa procedures and is currently providing full scholarships to 14 Master’s students.

However, applications for the upcoming academic year are still low. ICA is urging Chin youth to use this rare opportunity while the MoU is active.

Salai Van Sui San warned that education opportunities may not last forever and stressed that educated professionals will be urgently needed when Myanmar begins rebuilding.

Last Friday, the Institute of Chin Affairs Inc. (ICA) organized a ‘Friendship Dinner’ and cultural event, ‘Together for Humanity,’ in Aizawl, bringing together representatives from Chin State and Mizoram State where the chief minister and other State ministers also attended. – Reporting by Ben
