ICNCC adopts Chin National Covenant, restructures council after first assembly

13 January 2026 – The Interim Chin National Consultative Council (ICNCC) has formally adopted the Chin National Covenant and restructured its organisational framework following its first general assembly, the council announced on Friday.

According to the statement, the three-day assembly was held from 21 to 23 December 2025 and was convened by the ICNCC. Delegates unanimously approved the Chin National Covenant, with no objections raised during the session.

In line with the newly adopted covenant, the ICNCC was reconstituted into three representative groupings. These include elected Chin State representatives who participated in the Spring Revolution; political and military representatives of the Chin Brotherhood; and representatives from political parties not affiliated with the military council (SAC/SSPC), along with Civil Disobedience Movement (CDM) participants, women’s and youth organisations, strike committees, and eligible members from abroad.

The ICNCC stated it will exercise political and military leadership through a three-pillar structure in areas controlled by the Chin Brotherhood, which reportedly covers more than half of Chin State, to provide governance and services to local communities.

To support effective implementation, the assembly elected a 19-member Central Executive Committee, the statement said.

A total of 97 participants attended the assembly, including Chin lawmakers involved in the resistance, Chin Brotherhood members, representatives of non-aligned political parties, civil society organisations, women’s and youth groups, CDM participants, protest movement organisations, as well as international guests and observers.

The ICNCC reaffirmed its commitment to continue resisting military dictatorship and all forms of authoritarianism, and to work toward building a just and equal Chin State within a federal democratic union that guarantees national equality. – Reporting by Ben
