Heavy security escorts election pamphlet distribution in Kalay

23 December 2025 — The State Security and Peace Commission (SSPC) authorities are distributing election pamphlets in Kalay town, Sagaing Region, under heavy security ahead of the planned 28 December elections.

Residents said pamphlet distribution has taken place three to four times in recent days, accompanied by large numbers of soldiers and police. No public campaign speeches have been observed, according to Chin World.

A local resident, speaking on condition of anonymity, said large campaign signboards have been installed near the municipal office and beside the airport, areas with tight security. “They only set up big signboards in places where security is strong. We don’t see them in other areas,” the resident said.

Kalay town has 20 wards. The SSPC-appointed Union Election Commission announced on 5 December that elections would not be held in seven western wards of the town, where Chin communities mainly live, citing the inability to ensure conditions for voting.

The military council plans to hold the first phase of the election on 28 December 2025, with a second phase scheduled for 11 January 2025.

Meanwhile, the Kalay People’s Strike Steering Committee has continued to urge residents to boycott what it describes as a sham election organised by the military authorities.#
