23 October 2025 – Over 10,000 residents in Kalay township, Sagaing Region, are in urgent need of humanitarian aid following intensified military attacks and troop reinforcements by the SAC.
Villages along the Kalay-Tamu and Kalay-Gangaw roads have been particularly affected, with many residents fleeing their homes due to house burnings in Hmandaw and attacks in other villages including Khampat, and fear of further assaults.
The Kalay Township People’s Strike Steering Committee (KPSSC) has issued a plea for immediate humanitarian support, emphasizing the critical need for basic food items and health assistance for the newly displaced, especially the elderly, pregnant women, and children.
A KPSSC spokesperson, quoted by Chin World, stated that over 1,000 households have sought refuge spreading in nearby forests and other temporarily safe locations, as establishing formal IDP camps is not feasible.
SAC’s troop reinforcements in Kalay township, Sagaing Region and continued attacks in villages have forced local residents to flee their homes into hiding and nearby locations.
Last Monday, SAC’s troops entered Letpanchaung village and set fire to some civilian houses, forcing residents to flee into nearby hills and forests.
Today, Khampat town, with an estimated population of 15,000, has seen a mass exodus as residents anticipate advancing SAC troops.
On October 19, a large-scale SAC offensive against local defense groups led to the recapture of Hmandaw village, situated on the Kalay-Gangaw road, forcing residents to flee their homes into hiding.
Military reinforcements have reportedly arrived via Kalay airport, fueling concerns that these actions are part of a broader strategy to clear areas for upcoming elections through indiscriminate attacks.#
