6 March 2026 — The Interim Khumi Affairs Consultative Council (IKACC) has restructured its Military Commission and Alliance Relations Committee, while also amending several provisions of the Paletwa Charter, according to an announcement on 5 March.
The two committees were first formed during a conference of Paletwa Chin revolutionary forces in March 2025. During the 2026 conference, IKACC introduced leadership changes and adjustments to the structure.
IKACC General Secretary Salai Paul said the restructuring of the Military Commission was carried out on 19 February 2026. The commission brings together representatives from IKACC’s political leadership, the Paletwa Council, which oversees local administration, and CDF–Paletwa, the local defence force.
The aim is to ensure that armed forces operate under civilian leadership while maintaining coordinated command during the ongoing revolution.
The Military Commission is chaired by IKACC Chair Salai Saw Mya, with Salai Luka from CDF–Paletwa serving as secretary. Other members include Paletwa Council Chair Mr. Pyay Min, IKACC General Secretary Salai Paul, Paletwa Council Secretary Salai Htung Min, and CDF–Paletwa Commander-in-Chief Salai Yaw Sawa.
IKACC also reorganised its Alliance Relations Committee, led by Salai Paul, to strengthen cooperation with revolutionary groups connected to Paletwa township and with Chin organisations both inside and outside Chin State.
In addition, the conference approved amendments to parts of the Paletwa Charter, which outlines the administrative structure of the Paletwa Council. Under the revised charter, the council will consist of 12 departments, including administration, defence, finance, education, health, trade, taxation, and humanitarian affairs.
Council leaders will be nominated by a selection committee and formally appointed during the council’s annual conference, while local administrators and department heads will serve as council members, subject to approval at the conference. – Reporting by Ben
