22 December 2025 — The National Unity Government (NUG) has announced that 33 members of Myanmar’s military council, including Senior General Min Aung Hlaing, Dr. Hmuh Thang, and Mr. Gin Kam Lian, have been designated as terrorists.
The announcement was made on 21 December by the NUG’s Central Committee on Counter-Terrorism. The NUG said the decision covers all individuals who served on the State Administration Council (SAC), which was formed after the 2021 military coup and dissolved on 31 July 2025.
Among those named are Chin nationals Dr. Hmuh Thang and Mr. Gin Kam Lian. The NUG said efforts will be made to arrest all individuals listed and called on revolutionary forces and the public to cooperate.
Mr. Gin Kam Lian, a former MP from Tedim township and General Secretary of the Zomi Congress for Democracy (ZCD), was appointed as an SAC member in early 2023 but reportedly declined the position. He was later replaced by Dr. Mu Htang, Chair of the Union Solidarity and Development Party (USDP) in Chin State.
The NUG stated that the designation was made under existing counter-terrorism laws, and with the approval, it is to be remembered that compliance with the law and the Union government is required.#
