Junta-backed Chin State government formed, dominated by incumbents

9 April 2026 — The nominal Chin State government, led by former retired Lieutenant Colonel Dr. Vung Suan Thang, was finalized today as the State Parliament (Hluttaw) approved his list of seven ministerial nominees. 

The reconstituted government is largely composed of officials who served under the preceding State Security and Peace Commission (SSPC).

The Chin State Hluttaw, described as “illegitimate” by critics, confirmed Dr. Vung Suan Thang’s selection as Chief Minister on 6 April, following his nomination by SSPC military leader Min Aung Hlaing. 

Dr. Vung Suan Thang, who previously held the post since August 2022, was reappointed despite facing serious corruption allegations. The Chief Minister and his subordinates were blacklisted on 15 January by the anti-junta resistance group Chinland Defense Force-Hakha (CDF-Hakha) and the Chinland Council, who alleged the theft of over 83.688 billion Kyats of public funds.

Of the seven appointed ministers, only two are new officials: Mr. Pau Za Lang, Minister of Agriculture and Livestock, and Mr. Aung Kyaw Htay, Minister of Municipal Affairs. 

The Chief Minister and the other remaining appointees are incumbents from the previous military commission’s tenure. Mr. Pau Za Lang, a member of the Zomi National Party (ZNP), was reportedly elected in the 2025 ‘sham election’ from Tedim township, securing one portfolio for his party.

  • Colonel Khin Maung Htwe, Minister of Security and Border Affairs
  • Dr. Lian Za Khup, Minister of Economy and Finance
  • Mr. Sein Tun Hla, Minister of Social Affairs
  • Mr. Nay Lin Aung, Minister of Transport and Communications
  • Mr. Win Zaw Oo, Minister of Natural Resources and Environmental Conservation
  • Mr. Aung Kyaw Htay, Minister of Municipal Affairs (New Official)
  • Mr. Pau Za Lang, Minister of Agriculture and Livestock (New Official, ZNP)

The session also saw the reported appointments of judicial and legal officials:

  • State Attorney General: Mr. Kap Tluang
  • State Auditor General: Mr. Maung Maung Khin
  • Chief Justice of the State High Court: Mr. Myat San
  • Judges of the State High Court: Mrs. Man Hau Lian and Mr. Kyaw Thaung Aung
